What are the effective regulations on organizing and operating dual training courses?

•    As of 16 March, 2020, vocational training establishments shall organize the teaching of general and vocational theory subjects in the form of digital education outside of the classroom instead of in the form of traditional day-time and adult evening classes.
•    Vocational technical education should be conducted using digital means in compliance with section 2. to the maximum extent possible, or by requesting independent learning and projects to be submitted. 
•    Level exams scheduled for after 15 March, 2020 shall be postponed and students shall be able to enter apprenticeship agreements for their comprehensive traineeships with a recommendation from the school without their level exams.
•    In the event that the practical training establishment, the chamber of commerce, the school or the legal guardian of under-aged students believe that the safe training of the apprenticeship students cannot be managed at the establishment within the dual training scheme, the school and the vocational training facility shall make a decision in compliance with Articles 4 and 7 on postponing the practical instruction parts of their training or re-organizing it for digital education channels.

Attendance at practical instruction sessions on the dual training institutions premises cannot be made mandatory.
In the event that the dual training facilities continue with their practical training sessions (some training facilities have indicated that they would), compliance with the following epidemic-related measures must be especially strictly adhered to:
- instructors must ensure that study groups use the social facilities and dining areas separately.
- instructors must ensure that one work station is used by only one student at a time and there is sufficient clearance between the students.
- if the parent decides to withhold the student from practical instruction lessons, the absence must be recorded as a justified absence.
- the instructor in charge shall request a statement from the production areas on whether compliance with the prescribed regulations is possible and whether they are actually complied with.
The dual training facility must make a statement on their compliance with the above requirements.

•    If practical instruction as per Article 4 cannot be executed due to the nature and requirements of the profession or trade in question, the general subjects curriculum shall be restructured and the practical instruction material postponed.
